Ever noticed it? Resident Evil Code:Veronica is the laughters' game ! Every single character (excepting Chris, because he is uncool) laughs somewhere in the game. The best example is Alfred with his raccoon-sounding laughter! Alexia also gave us a big share of crazy laugh...and she sometimes laughs for nothing...(scene where Chris first meets Wesker for example). Claire and Steve also laughed a few times, thinking they were about to escape...those idiots 
And Wesker....well...if you saw the ending of RECVX in which Wesker is among the explosions and laughs as though he had lost his mind, you know what I mean
It's when I realized that this game was full of laughter that I decided to do that drawing, which I think is pretty funny. Chris is looking at the gang as if they were senile or something like that.
It was drawn and coloured in Photoshop. The sketch-look is intentional, I didn't want to put hours on polishing it...I think it looks good like that.
By the way, I don't know how to draw chibis !!
